One president. And a political fight that could become much bigger after the midterms.

A new impeachment battle has suddenly landed on Donald Trump’s doorstep — and the sheer size of the filing is grabbing attention in Washington.

On September 24, Rep. Steve Cohen, a Tennessee Democrat and senior member of the House Judiciary Committee, introduced 26 articles of impeachment against President Donald Trump, accusing him of alleged abuses of power, violations of his oath of office and other misconduct.

But there is an important distinction hiding inside the explosive headline:

Trump has not been impeached again.

Cohen has introduced the articles. For Trump to actually be impeached, the House would have to vote to approve one or more articles.

And that is where this story gets complicated.

26 ARTICLES — AND THEY COVER ALMOST EVERYTHING

Cohen’s filing is unusually broad.

The 26 articles address subjects ranging from elections and military action to immigration, federal spending, tariffs, pardons, the media, universities and alleged personal financial benefits from the presidency.

The first article accuses Trump of undermining democracy by sowing doubt about elections.

Another alleges an abuse of presidential power involving the U.S. military campaign in Iran without congressional approval.

Other articles address alleged extrajudicial killings in international waters near Venezuela, the deployment of military forces against U.S. cities and Trump’s executive order concerning birthright citizenship.

The filing also targets the administration’s handling of immigration enforcement, including the Alien Enemies Act and the case of Kilmar Abrego Garcia, as well as alleged defiance of federal court orders.

And Cohen did not stop there.

His list includes allegations involving the Department of Education, inspectors general, emergency tariffs, federal prosecutors, the pardon power and federal funding.

Several articles focus on the White House’s relationship with the press, including allegations concerning reporters and editorial decisions at major broadcast networks.

The final article invokes the Emoluments Clause, alleging that Trump has personally and directly profited from the presidency.

These are Cohen’s allegations and proposed articles of impeachment. Their inclusion in the filing is not itself a judicial finding or a House determination that Trump committed impeachable offenses.

That distinction matters.

WHY DID COHEN FILE THEM NOW?

The timing gives the filing another layer.

Cohen introduced the articles less than six weeks before the November 3 midterm elections.

The House is currently controlled by Republicans, meaning the immediate path from Cohen’s filing to a successful House impeachment vote faces a major procedural and political obstacle.

Cohen himself has acknowledged that the effort is unlikely to advance under the current circumstances. In an interview reported by AOL/Nexstar, he said he knew the articles would probably not go anywhere but described the filing as a statement about his constitutional responsibilities.

That makes the filing about more than a single vote.

It also puts a large collection of allegations into the congressional record ahead of a potentially consequential change in the makeup of the House.

THIS IS NOT TRUMP’S THIRD IMPEACHMENT — YET

The wording matters.

Trump was impeached twice by the House during his first presidency.

The first impeachment, in 2019, involved allegations concerning his dealings with Ukraine.

The second came in January 2021 after the January 6 attack on the U.S. Capitol.

The Senate acquitted Trump in both cases.

Cohen’s 2026 filing is different.

It is an introduction of proposed articles, not a completed House impeachment.

For that to change, the House would need to take up the measure and approve at least one article.

Recent congressional events illustrate the obstacle.

Earlier in September, the House voted 232–147 to table an impeachment resolution introduced by Rep. Al Green, with Democrats divided over the effort.

That vote shows that even within the Democratic caucus, impeachment has not been a unanimous position.

WHAT COULD HAPPEN AFTER THE MIDTERMS?

This is where the 26 articles could become more significant.

The Associated Press reported that House Democrats are preparing a broad oversight agenda targeting the Trump administration, his family and his administration if they gain control of the House. The potential investigations include Trump’s business interests, foreign policy, ICE and alleged abuses of power. AP also reported that impeachment remains an option, although broader investigations and oversight are also being considered.

That does not mean Cohen’s 26 articles will automatically become a House impeachment proceeding.

It means the political environment surrounding them could change depending on the makeup of Congress after the election.

And that is why the number 26 matters beyond the shock value.

Cohen has essentially placed a sweeping catalog of allegations on the table.

Whether Congress decides to pick it up is another question.

COHEN HAS TRIED THIS BEFORE

This is not Cohen’s first impeachment effort against Trump.

In November 2017, Cohen introduced five articles of impeachment against Trump during his first presidency.

This time, the number has exploded to 26.

The articles cover a much wider range of presidential actions and alleged misconduct.

Cohen’s own statement was blunt. He said he believed Trump’s continued presence in office posed a danger to democracy and argued that his constitutional oath compelled him to introduce the resolution. Those are Cohen’s political and constitutional judgments, not findings by the House or a court.

That distinction will remain critical as the debate develops.

THE REAL QUESTION ISN’T WHETHER THE ARTICLES EXIST

They do.

The real question is what happens after they were introduced.

Will they receive committee consideration?

Will House leaders schedule action?

Will any of the 26 articles reach a vote?

And if the political balance of the House changes after the midterms, will lawmakers revisit the filing as part of a broader oversight effort?

Those questions remain open.

For now, the confirmed development is dramatic enough on its own:

A sitting president has been targeted by 26 newly introduced articles of impeachment.

But the headline should not be mistaken for the final legal or congressional outcome.

Trump has not been impeached again simply because Cohen filed the articles.

What Cohen has done is put a sweeping impeachment case on the congressional record — one that touches nearly every major flashpoint of Trump’s presidency.

Twenty-six articles.
